all I know is I used to work for a childrens charity
and it wasn't a disability which qualified for the charities help, on it's own. Other circumstances needed to be included for a grant to be processed (autism/adhd, learning difficulties etc, assessed by a visitor)
Devolution was also just taking shape, and it speculated that the grants designated for say Wales, at the current rate, would probably run out after about 3 months of the year, or would need to be heavilly streamlined, or subsidised
