You would be able to install the OS yourself, just fine. It's not difficult.
As for picking XP over Vista, I think you'll find quite a number of people saying that's not a bad choice. I quite like Vista, but the advantages over XP are not massive, as far as I can tell. At least not to the casual user.
To be honest to probably causes more problems than it provides benefits (incompatible software and hardware problems).
Sticking with XP is not a bad idea at all.
