ask Blackpool fans...
what they thought of Worthy when he was in Gradi's position (i.e. no money).
Worthy has been lucky enough to be here at at time when the board have been able to provide bucketloads of money (by Div 1 standards). Worthy's two successful seasons (2001/2 & 2003/4) have come when he has been able to spend lots of money. If you want someone who is going to make the most of LIMITED resources (i.e. not by relying on the Board constantly coughing up dosh) with smart tactics and a good eye for talent you would pick Gradi every time. Worthy is a decent enough average manager - no more and no less, and he's reasonably likeable with it (in a boring sort of way). Rather doubt he's one of the top 30 managers in the country, he just happened to be in the right place at the right time. We could do better and we could do worse. No-one I've heard is seriously suggesting getting rid of him right now.
