Incorrect, that phrase actually means

The exception that 'tests' the rule.

'proves' is used in an older context meaning 'to test' as in, the exception that tests if the rule is accurate, and as an exception exists shows it is not a rule at all.

To be a 'rule' it cannot have any exceptions.

Jesus I know some s**te, was that done on here before? If not no idea where i picked that up from.
