the civil government did want to surrender, it was the military
who wanted to keep fighting but the Emperor said no and even then some rebel Army units tried to stop the surrender announcement.
As for the Yanks not having enough material for a third bomb, I wonder how long it would have taken to produce that third bomb, months ? Doubt it would have taken years. The Yanks could have just waited off mainland Japan and just continue to bomb and used Yank subs to attack merchant ships etc. The Japanese must have been short of oil for quite a while etc.
