It's often used by presenters on popular radio and television programmes
normally aimed at people in the u-25 demographic, by way of a public announcement.
For example in your day, on the light programme the presenter might say "I've received a request to say good morning to Mr CB41"
Now the younger presenter will say " A big shout out to CB41"
It is also done at public events, perhaps at a concert by a musical ensemble.
