I think the board do have money to spend on transfers but

they are holding it back bcause they don't have complete faith in Worthys management skills. They'll see how he starts the season and if things are not looking well, they oust him and get a new manager in before christmas. The new man will then have the cash to streghten or change the team in his mold in the January transfer window.

There must be atleast ?2m left from the parachute payment after we've paid for Deano, plus the cash for Francis, I think they'll see what happens before spending that cash - ambition with prudence
