Perhaps a better solution would be to

give out a free Playstation n (whatever the latest version is), mobile phone, iPod and plasma telly to every young person over the age of 10, to be returned only when they secure their first job. If they ever get a job.

The streets would be a far safer place if more people never went out onto them.
