I agree, he himself may not need them.
However the rules currently state he does, but as they've given so much 'special dispensation' there if f'all point in any manager getting them until such time he is appointed to a premier league job.

There is no way they can refuse a manager to permission to work while gaining the licence now, as they allowed southgate, Ince, Pearce and er (wasn't there another one?) to do it.
