think it's more to do with the way MLS works
I'm precising what I read on this but it seems that there's a primary club that holds first go on a player - in this case it was Toronto (som sort of quota system?) - then it goes on from there. So probably that's in the process of being resolved and he'll join in soon. Becks didn't start at beginning of season did he?
