i think it comes down to a definition of terms

the french versions of 11.4.1 that i've seen say 'se place volontairement' (voluntarily moves), which i suppose is the desired meaning of 'leaves'.

panucci didn't voluntarily leave the pitch, so he couldn't be penalised for that.
