It's quite simple

The teams going up and going down will be divided out between the North and south depending on the best fit.

As King's Lynn are pretty much in the middle of the country they were always likely to be borderline. Wherever you draw the line there's always going to be someone who feels hard done by.

I'd expect the longest journey North (somewhere considerably south of carlisle) would actually be a fair bit nearer than the furthest south (devon/cornwall?). But will miss out on some easy london/home counties ones.
