The enquiry into the Bradford disaster and the riot at St Andrews
was carried out by one "Sir Oliver Popplewell". Who writes: "Football grounds at that time were old-fashioned and out of date. The most recent new building was Wembley, opened in 1923". Clearly he wasn't bothered by ascertaining the facts - the most recent new building at that time was Carrow Road, built in 1935. Given that our wooden Main Stand was destroyed by fire less than 7 months before the Bradford disaster it is somewhat surprising that "Sir" Oliver overlooked it.
