yes, it does

First few missions are a bit of a yawn fest, but when you get into it the story is really engaging. Start unlocking things like the internet cafes, online dating, planting car bombs, jacking police cars and doing most wanted missions, delivering drugs, flying helicopters and picking up prostitutes....plus doing street and boat races...

the online is where it comes into its own - co-op, deathmatches, races. It's great...!
