Of course, the clubs could voluntarily agree to it couldn't they, in which case, it could be applied within existing laws? But then they won't. So fine idea Mr Blatter but doomed, unless FIFA find a way of clubs having to meet, ahem, 'a simple qualifiying criteria' before entering any official competitions?
