Use the options in outlook to delay sending for a month or so after you go.
By that time you are safely in the new place, and its a nice surpise to see an internal e-mail from a former member of staff appear, complete with truthfull opinions.
I did similar here when I nearly left, except, thankfully, it simply contained a joke.
I decided to stay, but forgot the e-mail, which still went out.
Had a little explaining to do but not too much.
