Opium was legal once, and so was cocaine (it used to be contained in some health tonic drink which was endorsed by the Poper in around 1900!!). Was it became clear how destructive they were, they got banned. The reason why the same thing hasn't happened to booze is because any government which actually tried it would become so unpopular that it would immediately lose power. Look what happened in the US during prohibition: it simply is not possible to ban alcohol any more.
