All a bit simplistic unfortunately...

As more people use the download service ISP's will get even more angry with the BBC as they will end up having to supply the bandwidth to both send and receive iplayer content.

This will lead to ISP throttling iplayer bandwidth. It also completely ignores the fact that content providers hate to see their property handed out without controls.

Open content also goes against the fact that the BBC needs to ensure that only UK residents are able to download content. By opening it up to the world they risk losing a massive revenue stream in over seas sales.
