Interesting Quote From Telegraph

This is in the Telegraph today apparantly...

"Chairman and owners of English football clubs have been warned they risk being branded "...a bunch of racists..." if they do not take immediate action to address the fact that there are only two black managers out of all 92 league clubs". (Daily Telegraph) .

Que?

Does not employing someone make you a racist?
Should Carlton Palmer be offered another job in management even though his first couple of efforts in the role were disastrous?
By that token, shouldn't Paul Merson also be given another go by someone?

Now if someone, anyone, is being refused interviews and employment solely because of the colour of their skin-fair enough, take action.
But are whoever has made this threat in possession of evidence that this is actually happening?
For example, of 600 odd MP's, how many of those are black?
I worked for CWC in Bracknell in the late 90's, hundreds of people in two large, multi-floor office buildings. Think there was 1 black guy working there from what I can remember & I "got about", such was my role. What did that make CWC?

Are these mysterious people going to say that football clubs HAVE to employ a %tage of black Managers and take action if they don't.

And how do they feel about 60-70% of players/Managers in the high levels of the game now NOT being British-or is that OK?

This is a huge issue dealing with a plethora of parameters and I don't think its so simple as the quote from the Torygraph makes out, what is it all about and what are the possibilities and consequences?
