Liverpool as a city did nothing to get Norwich banned from anything. FACT.

To my understanding the activities of English fans in Europe including Liverpool fans gave UEFA cause to exclude all English clubs from European competition for a number of years. That's what prevented us competing in Europe. NCFC were never banned.
