There is no 'technical' reason...
Just historical..the 'counting down' keypad is most useful for people who have to enter large amounts of numerical data...adding machines, calculators etc have had this layout since they were first invented.
Telephone keypads are laid out 'counting up' because users find it more aesthetically pleasing and they have no need to enter large amounts of numerical data.
