Not convinced it's commercially possible anyway.

It's theoretically possible for ISPs to check the type of traffic through it, but to actually poilce 100% of a particular type of traffic (which means inspecting 100% of all traffic) would take far more resource than any ISP actually has - they'd go out of business trying to adhere to the legislation.

It is essentially a no-substance headline grabber designed to appeal to people who naively think it could work. And I guess it's been successful - two posts on here about it today.
