I thought it was pretty clear why he did it
Ghana were losing 1-0 with a few mins to go, and a Cameroon player went down injured (one of many).
It looked like the (Ghanain) medics were trying to drag the player on to a stretcher to get him off as quickly as possible, so the game could continue. Never mind whether the player was actually badly injured. The medics seemed to be actually scrapping amongst themselves about it.
Biley took offence at what he saw as mistreatment of one of his team-mates, and so pushed one of the medics away (hard).
Not saying it was a sensible thing to do, but pretty obvious why he did it I thought.
