Yes, and yes.

They have a fixed cap on the number of users, but they purge inactive users daily. Keep refreshing the page - eventually it will show you a sign-up form.

Johnny Comecardiff signed up recently (in the last few days, I think) so he might be able to remember what time of day he signed up - I forget if the purges are daily at the same time, or more or less frequent than that, or even more ad-hoc than that.

Keep trying.
