The more I think about this, the better it is starting to sound as an abstract concept. Well, not necessarily that I think it will work, but at least I can see the logic in it.
It seems to be nothing more complex than the government, possibly in co-ordination with some businesses who struggle to FIND the right candidates for their positions, finding a way to regulate and quantify professional training.
It's not really about increasing education as much as introducing a more efficient way of identifying the skills which are already in the marketplace, but don't necessarily get used to their potential due to the way their CV is presented or (more important than we often realise) read.
