In norwich they would probably let you off
provided they hadn't done before.
I've appealed a couple for various reasons and got let off.
When i lived in the city centre always found the wardens to be pretty lenient, to us residents anyway.
Always holding off issuing tickets to residents parked where they shouldn't, esp in the mornings.
Not so on the non residents, which I have to say I LOVED when the f**kers were parked in a residents bay, even more so when they were parked badly in a residents bay taking up to f**king spaces.
