So...

who will the moneys be paid to - the club? If so, how will they be ring-fenced?
Or to some organisation set up by Mr Walpole? If so what sort of body is it that he has in mind? Who will scrutinise its operation?
Has he appointed bankers? Accountants?
What will the level of expenses be?
What will the mechanism be for paying back into the fund the proceeds of the sale if a player it originally bought? How can such a process not fall foul of the governing bodies' rules?
How can an idea for "sustained and committed ongoing funding" be based on the premise that it is "quite normal for direct debits that are amounts of £20 or less to be pretty much ignored even if people have forgotten what they are for"
