How do you regulate....

an idea like that...

Reaonable, though not original idea, idea - but how would you make sure the money was only spent on transfers? The club would have to set a transfer budget for the fans to add to, surely - which would mean revealing their hand, and possibly revealing the exact cost of all transfers. As they are unlikely to agree to this, who would be the one to ensure the money was spent as the fans intended.

Not knocking the idea at all (though i am dubious), just interested..
