My Advice...

“The kitty should not be used to fund any loans or improvements to the infrastructure of the club.

But it would be, because the club could just spend less on the playing side because fans are providing some of the money for transfers.

If you want to give money to the club then get some shares for your money then you can ask questions. A million quid might even get a fans representative in the Board.
