What is the impact of changing the River End to family stand?

Is it purely financial or is there a change of regulations or stewarding policy? One article says we will be offered a transfer to the Jarrold, which suggest some may not want to stay in a Family stand, but with so many exisiting season ticket holders in there, most of the same people will be in there.
