i reckon it likely that they put a call in to the Home Office first and then while waiting for a response from them (i'm sure you'll have some idea of the speed with which govenment departments move, even if you've never dealt with the Home Office specifically) got Illiev over here to see how he might fit in with the rest of the team by giving him a trial.
