You don't pay for radio commentary

you pay for internet streaming, which is not cheap to provide and is additional to the radio commentary (which has only been available relatively recently anyway, since local radio becmae widespread).

If you are in the Radio Norfolk catchment area, you can listen to the broadcast for free - that is the service BBC have the rights to provide. It would not really be feasible for PTV to operate a "free" service paid for by advertising - not enough traffic on the sites to generate ad revenue.
