Of course it f**king can. Israel fluke a win against Russia, meaning we've got qualification in our own hands again, then we toss it off next week, get roundly beaten, and don't qualify.

That would be worse.

Mind you, McLaren would lose his job for sure, so some people might employ a different frame of reference when evaluating if it was "worse".
