a serious question here after a pissed up debate with a mate last night. Has Tony Blair actually been PM 3 times or just once (for 10 years) ? My mate says once, I say no, 3 times because parliament is dissolved prior to a general election. Therefore there is no PM until after the election and the sovereign invites someone to form a Government. Who's right?
