What would the point of a diversion be

I can only assume that it would be to divert the emergency services well away from the actual intended target. I don't think it would be to draw attention away from the other potential attackers because they can pretty much act with impunity anyway. Just because the last bombers used rucksacks doesn't mean that this needs to be the modus operandi next time. Strange.
