I'd bin the flash option striaght away - hassle, some people don't like it.

And as for ajax or dhtml, both are brillers, but it depends on how big your menus are.

If it's a big menu, lots of levels, and lots of things at each level, then definately use ajax, but if its smaller, save yourself the bother and use dhtml.

In truth, both solutions are dhtml, just one's static and one's talking to the server as you use it. There are bags of utilities to help you, though. Look at prototype.js - really good fgramework for any javascript nonsense, but wraps up ajax quite well as well.
