It's quite easy to construe it that way for the sake of an argument.

I think we genuinely want these players, but can't attract them because:

a) We're out in the sticks.
b) We don't pay enough money.
c) Our squad isn't good enough, so potential signatures would rather play elsewhere.

And I'm sure there are plenty of other reasons.
