Terraces are not dangerous per se - it was the fences that killed at Hillsborough. Imagine if they had had fences at Bradford - there would have been hundreds dead - we would have been counting in tens those who got out alive. Those in seats are easier to control though.
In fact, if I recall correctly, the Taylor Report did not call for an end to terracing, but clubs latched onto it as a way of passifying crowds and increasing revenue.
