How can you blame the FA for company law?
In any case the Football League set the rules of the Championship not the FA. It's true, however, that Leeds have taken advantage of the rules to take their 10 point penalty now when it's meaningless. Somebody really should have foreseen that.
You also seem to think that administration is a way for a company to avoid its debts and then carry on as if nothing happened. It's not entirely and Leeds will be financially crippled for some time yet (unless there is big investment), but Bates and Leeds do appear to be using it as much as possible to their advantage.
