...since it was introduced the top teams have weakened a bit and a couple of lesser teams have come into the mix (AZ, Heerenveen, Twente, etc).

So actually rather than that, it's given teams like Feyenoord (who are currently 5th) the chance to make it into the Champs League ahead of those who finished 3rd etc.
