I would think it could go either way

I would have thought it unlikely that such a industry changing rule would be brought in with little or no notice. More likely it would be gradually introduced over 5-7 years giving the big clubs with no academy a decent chance to set one up. This could then lead to players like Chris Martin being snapped up from clubs like us much quicker.
