Possibly, my point is that, as a

senior politician he should have realised that, whatever he said would be siezed on by one lobby or another and come back to bite him. If he'd been in Blairs club he'd probably have got away with it but Cameron is trying desperately to appear to be a new broom and wasn't going to let anything damage that image.
