But at least Windows users have the option of using IE6+. Part of the problem is that Microsoft refuse to licence their DRM system to Apple or anyone else.

I don't know who would regulate them: Ofcom possibly. The Beeb might also be interested as they don't pay (so far as I know) for taking a feed from them. Although, the BBC are planning to protect their content and the DG visiting Gates in Seattle only a week or so ago.
