nah i dont think so, i think they're just slow,

i remember being stopped, i was on my mates 100cc crosser, got pulled over only to find that he had no insurance on it, they looked at my spanish driving license and took my details so they know where i live. however they gave me no ticket and told me just to take the bike home. Bit naughty though, they should have given me a copy of the ticket.
