Fotheringham to Norwich?

According to the Scotsman, Walter Smith has said Rangers are defintely NOT going to offer a contract to Mark Fotheringham.
Does anybody have any reliable information about this midfield player that Grant has offered a 2 year contract to? He's played in Germany and Switzerland of late, but wants back to the UK. On the face of it, he seems to be a bit of a maverick.
