Yep. I've been saying for years (since that Rotty had to get shot in the beer

garden of the Farmhouse on Colman Road) that there ought to be an IQ test barrier to owning a dog. Any dog, not just a "dangerous" breed (as you rightly say, the breed matters not a jot).

Or driving a car.

Or, in fact, anything else I don't approve of stupid people doing, like breathing my oxygen or generally being near me.
