I didn't say out of the UK. It's just SA and Nigeria are known areas for scammers and the fact the guy is offering 4x what it's worth. Generally if something's too good to be true then it is.
There's also the fact that a lot of people think that Paypal will protect them. Paypal wont protect you in situations like that, they have very strict criteria to give the impression of being secure. I personally wouldn't use it for any amount that I couldn't afford to lose, that's how distrustful I am of it
