I think its a good idea

For several reasons.

Good for competition levels, better preparing the lower league teams for what they will be facing at a later date.

Better for fans and clubs, increasing attendances at grounds.

Depending on where Chelsea etc would play their home games, chance for the lower league teams to possibly play at stamford bridge, if not, chances are that where ever Chelsea reserves play is better than some of the lower league grounds
