Advice please

We've had a total weirdo move into the house and we're DESPERATE to get rid. All he does is stare at the internet all day long, we think he watches strange porn because he's deadly pale and his cheeks are hollow, as if he's been w**king all night. We've tried being as unfirendly and hostile as possible but he seems completely used to people treating him that way. What can we do?
