It's interpretation - a way of trying to understand what was really going on. All that stuff about unions having too much power, the economy needing restructuring etc, is just received wisdom. Or ideology to put it another way. An ideology that was so powerfully frame that is has become common sense...

And just in case you're remotely interested the stuff about the repressive state apparatus comes from someone called Althusser.
